The world of Granblue Fantasy is a vibrant place filled with a variety of different races, societies and stories. Belial in particular hails from a story chronicling the tale of a specific group of primal beasts known as the angels, who were among the earliest primals created and are largely unknown in modern Granblue society. Primal beasts are powerful creatures that come in a variety of forms with a variety of abilities, created by the now-extinct civilization known as Astrals. An extremely technologically advanced people, it is unclear when exactly the Astrals arrived in the Sky Realm, but they were eventually able to use their technology to establish superiority over the native race, the Skydwellers, and began creating primal beasts for the purpose of governing nature according to their will.

Belial is one such primal beast. Created to govern over cunning, he served first as Lucifer's deputy, who was the supreme primarch governing over the skies to whom all other angels reported, before being reassigned to report directly to Lucilius, and working instead in the research of primal creation. Belial, and the others working directly under Lucilius, were thereby dubbed "fallen angels". Distanced from Lucifer's supervision, Belial begins to work on building conflict, revealing an agenda separate to that of Lucifer and the other Astrals.

Despite the primals being their own creations, there are instances from early on that the Astrals are apprehensive of the amount of power they possessed, and as such, with each generation of creations, limitations were put on their intelligence in order to stave off rebellion. It's these restrictions and tension that Belial uses to his benefit, sowing the seeds of sedition among the fallen angels, a ripple effect that carries along to as many primals as they can reach until eventually an assault against the Astrals is launched, resulting in a war between the rebellion and the primals still loyal to the Astrals.

The rebellion ultimately fails, and the rebelling primals are sealed in Pandemonium, but this doesn't impede Belial's goal: to use the rebellion as a way of assisting Lucilius in the collection of cores by leading the primals to kill one another. A core is the very essence that powers each primal, allowing them to regenerate indefinitely as long as it remains in tact, and Lucilius' aim is to use a mass amount of cores to create a primal so powerful that it can destroy Pandemonium, which acts not only as a prison, but also a bridge between the two realms: the Crimson Horizon and the Sky Realm. The Sky Realm is the world in which Granblue Fantasy takes place, whereas the Crimson Horizon is largely unknown, said to be nothing but chaos. The destruction of Pandemonium would essentially erase the boundary between these two worlds, spreading Crimson Horizon's chaos throughout the known world and erasing God's work.

Unfortunately, Lucilius is killed before he's able to realize this, and Lucifer seals away his final creation and the summation of all the harvested cores, Avatar. It's not until 2000 years later that circumstances once again align in a series of events that allow Belial, and his new Hooded Companion, to act again, finally killing Lucifer and breaking the seal to unleash Avatar on the world. And while Avatar also falls thanks to the efforts of Sandalphon, Lucifer's successor, and the protagonist's crew, Belial is able to use Lucifer's death to revive Lucilius.

The journey, which spans millennia and accrues layer upon layer of manipulative machinations, finally culminates in an assault on Pandemonium, bringing an ancient conflict into the present day where Belial and his Hooded Companion once again summon the defeated Avatar, infecting the primals who were trapped in Pandemonium with his essence to drive them into a destructive frenzy. And yet again, their efforts to break the barrier between the Sky Realm and Crimson Horizon are thwarted by the protagonist's crew. Thoroughly beaten, Belial and Lucilius find themselves powerless to escape a dimensional rift that opens up specifically for the purpose of removing the threat that Lucilius poses to the world, and are thereby pulled into another dimension.
